The r-rig-app is a macOS menu bar app from the rig project, the R Installation Manager. It shows the default R version in the menu bar and lets you switch that default interactively.

rig lets you install several R versions side by side and choose which one is the default for the terminal, RStudio and Positron. You can select versions by symbolic name, such as release, devel, next or oldrel, or by exact version number. The menu bar app works with this default setting.

The rig project also covers managing R packages and projects from the command line, including rig pkg, rig proj and rig run. The website text does not say these are part of the menu bar app itself. Full documentation is on the rig website at https://r-lib.github.io/rig/.
